Aug 15, 2007 Phil Humfrey, the President of NRWMAC has provided the following information about an important information meeting including key Monterey County authorities about the Salinas Valley Water Project and lake levels. All those interested should attend.

"The Nacitone Watershed Executive Committee and Technical Advisory Committee will hold a Public Meeting on Thursday September 13, 2007 at the San Antonio Valley Community Center.  Part of the meeting will be devoted to MCWRA Reservoir Operations, and the Salinas Valley Water Project to outline the plan, schedule, and lake levels during the project.  Go to www.nacitonewater.org for meeting info and a map to the Community Center."

July 15, 2007 The CC&R Town Hall Meeting previously scheduled for July 21 after the Board Meeting has been cancelled. A new date for the Town Hall meeting will be scheduled as soon as the proposed revisions are finalized for another vote.  The monthly Board Meeting and the luncheon for Bandy Smith and Annette Louder will be held as planned Saturday July 21.

May 21, 2007 Election Results - The votes are in for the CC&Rs/Bylaws Election. 476 votes were cast, 266 Yes (56%) and 207 No (44%) and 3 invalid. Therefore, the CC&Rs failed to pass since they needed 75% of all eligible voters to vote yes. However, the Bylaws passed since they only needed approval from a majority of those voting. Since the current CC&Rs are 30 years old and out of compliance with current law the Board will meet to consider what steps to take next.

May 14, 2007 The Recreation Committee has planned a Tri-Tip BBQ this Friday evening beginning at 5pm to celebrate the new roads and express our appreciation to the hard working crew of Ramsey Asphalt Construction.   Scott Ramsey rented a house here at Oak Shores for his entire crew so they could be at the job site for the entire project. Apr 28, 2007 Gas for Boats and Cars is available at Heritage Ranch. As most members know by now Al's Marine has closed eliminating their gas station. The Lake Resort has gas pumps on the water and in their parking lot but they typically charge a dollar or more over the market rate. At today's prices few people choose to pay these rates so they haul gas in from Paso or King City.  This creates a serious safety hazard caused by the necessity to transport and store gas. Memorial Day presents a major fire danger for Oak Shores in this regard. Heritage Ranch is 15 miles from Oak Shores with a gas station available to visitors for both cars and boats. Visitors must stop at the gate to get a 90 minute visitors pass. Their gas station has automated pumps requiring use of a credit card, no cash sales.
Apr 26, 2007 Proposed CC&R clarification - A letter with false information has been mailed to the Membership during the brief balloting period with little time for correction. Here are two facts.
  1. The Board specifically inserted a provision in the proposed CC&Rs that requires a vote of the Membership to change existing policy regarding short-term rentals at Oak Shores. The Board did this because they and most Members clearly understand that this is a difficult and potentially divisive issue. Requiring a vote of any proposal about short-term rentals empowers the full Membership to approve any change of policy on this issue.

  2. An occupancy restriction is a standard component of the CC&Rs for private communities throughout California based on the preference of the Membership of each community. Occupancy Restrictions must be fair and reasonable to comply with the law.  The proposed Occupancy Restriction of 2 persons per bedroom plus two for Oak Shores is more liberal than the standard in California of 2 per bedroom plus 1 and clearly complies with the law. The Oak Shores CC&Rs are 30 years old and out of compliance with the law. Updated CC&Rs are essential for Oak Shores. These are the facts.

The Board is requesting our attorney to prepare a detailed written response to the letter referred to above. If you have specific concerns based on this letter you may want to wait for this response from the Association's attorney working on the updated CC&Rs.

Apr 18, 2007 Road Work continues at a rapid pace throughout Oak Shores. Prep work has been mostly completed. The "Petromat" has been laid on Oak Shores Drive all the way to the West Launch Ramp and the 2" asphalt overlays have begun to be laid. The entire crew including Scott Ramsey, the owner of Ramsey Asphalt has rented a house during construction and they are working 12 hour days. The road leading to the West Launch Ramp was completely ground up and redone. It will be great when completed making the West Launch Ramp a good launching option again. When possible, please limit car trips within Oak Shores in the coming days. If you must drive on fresh asphalt go very slow to avoid throwing up new asphalt onto your car fenders.
Apr 10, 2007 The Road Repair Crews and Equipment of Ramsey Asphalt Construction have arrived and major road work is underway. They seem to be starting with prep work on streets across the east side. Please keep the street area clear during work hours to enable the process to proceed efficiently.

The Board held a special meeting today to announce the award of the 2007 road repair contract. The contract for $764,962.05 was awarded to Ramsey Asphalt, the same contractor that performed the road work done earlier this year. The work will begin April 9 and is to be completed by May 5. Notices will be posted identifying the work schedule for specific streets. Any construction material or other items stored on the roadway will need to be moved. Staff will provide special notice to those sites under construction.

The Board also appointed Jerry Cain as Election Inspector with direction to move forward on the ballot for new CC&Rs and Bylaws. As Election Inspector he is responsible to form an Election Committee necessary to implement coming elections. This important election for CC&Rs and Bylaws is expected in May.

Jan 20, 2007 The Special Assessment passed with 78% of the total votes. 551 votes were cast, a record for Oak Shores elections. 430 voted yes, 117 no with 4 ineligible ballots.   The Board approved the election results and assured Members that all funds will be utilized for roads as specified in election materials and that the Board and General Manager will begin at once to move forward on the 2007 scheduled road work. Special Assessment bills will go out for the $1602 in the coming weeks. Members can pay the assessment in one lump sum or a wide array of payment plans over the next two years by contacting the OSCA office to arrange a payment plan.

October 17, 2006 Pool News - Mark your calendar. Today water began filling the pool. Tomorrow larger fire hoses will finish the job. It is supposed to be in the 80s later this week so there may be some pool time this year after all.
October 2, 2006 Labor Day BBQ was a great success. We had a large turnout, 21 entries in the Custom Cart Contest, great food, and a good time for all. The event raised more than $7,000 for pool furniture thanks to the participants and many generous community sponsors. Click Here for Cart Show pictures.
October 2, 2006 Pool Update - Pool construction is on again. A week after missing the Labor Day completion target the pool failed inspection. The lip was supposed to be 2 1/2 inches but it was 3 1/2 inches. Commercial pools have this standard to ensure a handhold for young children. Evidently our contractor was not aware of this standard. Today they were jack-hammering out the entire lip of the pool in order to replace it. They will also replace the trim tile underneath. The good news is that they are moving forward and making progress. See you at the Grand Opening in the Spring.

August 30, 2006 Pool Opening Delayed - It's Wednesday and it appears almost certain the pool will not open as hoped this Labor Day Weekend. The Labor Day BBQ and Custom Cart Show will go on as planned Sunday beginning about 5pm. It is a fundraiser for pool furniture. BBQ Tickets are $15 for adults and $5 for children under 10. Its been a great summer with a full lake. Let's have a great Labor Day BBQ and a safe weekend.
August 23, 2006 CALSTAR - Board Member Tooti Bevill is spearheading an effort to inform Members about CALSTAR, a helicopter ambulance service serving Oak Shores. For $35 a year this group plan is available to a family at Oak Shores. You may join at any time during the year however, our official sign-up date for our OSCA group will be our next Board Meeting September 23rd. Our plan year will begin two weeks later.  Any payments and applications received after that date will be for the remainder of our group year.

August 19, 2006 Fire Department - On behalf of the Oak Shores Fire Department Peggy Johnson asked Members to put the word out for openings as department volunteers. An extensive fire service training program is included at no cost to the volunteers. Please contact Peggy or Chris Kirk if you are interested or know someone who may be.
August 19, 2006 New Security Workgroup - The Board formed a new workgroup focused on an increasing number of security issues at Oak Shores. Dan Del Campo and Diane Taylor were appointed to pull the group together. If you would like to participate as a member of this important workgroup please contact one of these two Board Members for the date, time, and location of the first meeting.
August 19, 2006 The next Board of Directors meeting has been moved to the fourth Saturday in September. That is Saturday September 23 at 9am at the Clubhouse.

August 16, 2006 Roads Paved - Turkey Cove Road to the Marina and the Clubhouse parking lot were paved today. Its looks great. What a difference it makes. The road crew are working on other roads as well. A Full road update expected at the Association Meeting Saturday at 9am.

August 10, 2006 Pool Progress Report - The contractor has been busy installing the mechanical equipment, doing the plumbing, and electrical work, and preparing the pool interior for plastering and water. They were also working on the perimeter fencing that must be completed prior to plastering and filling the pool. July 11, 2006 Pool Construction is nearing completion. Click here to see today's pictures taken while they did the final cement pour for the pool deck. Those of us that saw the finished product were impressed. The contractor still has work to do including the tiling, plastering, lighting, and filter and other plumbing hook-ups. They are working every day so the process should go quickly.

Road Work Update from Randy Gillenwater, Treasurer - On June 9th the board met in executive session to open bids received for road repairs and asphalt overlay. We received 4 bids, ranging from the mid 400,000’s to the low 600,000’s. We ask if the contractors would come to the board meeting on June 17th to answer our questions. After meeting with all the contractors, and at the regular meeting, Ramsey Asphalt Construction was awarded the bid to repair and overlay 6 of the 7 roads that had been bid on. They are the Club House Parking Lot, Turkey Cove, Capstan Circle, Lariat Loop, Crows Nest Loop, and Stub End. Captains Walk was delayed until a later date. This decision was based on funds available and more to the fact that there are 8 lots currently being built upon. The cost of these 6 areas is in the low 300,000’s. The final contract for this project should be completed by June 23rd. Work is to start in and be completed in August. The Contractor will be paid after all work is completed from our reserves.

Working together, the Board, Budget Committee and Manager will be looking at the balance of roads needing repairs and overlay. Our reserves are not sufficient, at this time to do the needed repairs and overlay. In order to continue with the needed repairs and overlay, we will be looking at a vote on a future assessment for roads. Road costs are approximately 80% of our reserve account.

New CC&Rs Project Moving Forward - The Oak Shores Community Association’s CC&Rs were written in 1977 and, therefore, does not reflect current California laws and regulations that govern private communities.

 

Over the years, OSCA has developed into a unique and wonderful community for both residents and vacationers.  It is very important that our CC&Rs are up-to-date to allow the OSCA Board to meet its fiduciary responsibility which, in turn, protects OSCA members.

 

To this end, the Board has contracted with Adams-Kessler law firm who will revise our current CC&Rs and Bylaws so they are in compliance with current California laws (2006 Davis-Stirling Act) that govern private communities such as ours.

 

Adams-Kessler is one of the leading community association firms in California with a practice that includes a large number of high-rise associations, lake, equestrian, and ocean-front communities.  It handles cases spanning the full spectrum of common interest development law including enforcement of CC&Rs/Rules and Regulations and interpretation of the Davis-Stirling Act.

 

Adams-Kessler will work with our CC&R Committee,  Board and member input to ensure that the new CC&Rs and By-laws are tailor-made to fit our unique situation and, ultimately, will apply to anyone passing through  Oak Shore’s entry gate.

 

The Board is happy to announce that King Ventures (Oak Shores II) has agreed to participate in the CC&Rs project.

America's Boating Course debuts at Heritage Ranch Senior Center May 21th 2006 at 9:00 am to 4:30 pm. Boaters new, experienced, or youth will want to sign up for the US Coast Guard Auxiliary's America's Safe Boating Course, to be held at Heritage Ranch Senior Center. This one day course will cover the essentials of safer boating in a fun and fast moving pace. Designed for ALL boaters, it will give young or and new boaters the basics of safety while providing a refresher on safety tips for the more experienced among us. Learn what's new in safety gear and Federal and State requirements, and see what's new in person. Topics include boating emergencies: how to avoid and how to get help; safe trailering; essential safety gear and rules of the road. Most insurance companies will give a discount to boat owners who complete this course! Cost of the course is $40.00, which includes a colorful text and a CD full of resources. Lunch will be included. FROM THE OFFICE….Annual Meeting and Election of Board of Directors - The Oak Shores Community Annual Meeting and election of Board of Directors is scheduled for July 15, 2006.  In the coming weeks, look for information on our web-site and in your mail. The law has changed this year regarding elections. We will be able to go back to the mail-in secret ballot and proxies will be a thing of the past! This will make our election process easier and less painful than in previous years. Very soon, information will be distributed to all members that will explain new procedures, instructions, ballots, candidate biographies and much more. Watch your mailbox, the newsletter, and our web-site for updated information. The Association is also in need of a few volunteers to form the Election Committee. This committee needs to begin meeting as soon as possible in order begin to implement the new procedures for our election. Please call the office at (805) 472-2233.

The Bear's Chair - Friends and neighbors of Ron McKibben purchased and installed this fine bench in his memory. Ron will be remembered always for his sense of humor and legendary skills as a fisherman. He established the Kid's Fishing Derby that has become an annual event for all the kids in the lake community. He will be missed.
April 18, 2006 Board Elections July 15 - Members will elect four Board Members in July. Candidates must submit their application by early June. Information about the election dates and requirements will follow in the May edition of the Oak Leaves and on this website. Many very important issues must be addressed by the Board in the coming year including the new development and the roads.
